Isiah (Ike) Leggett served three consecutive terms as Montgomery County Executive, four terms as an At-Large member of the County Council and three times as Council President, Additionally, he has been President of Maryland Association of Countries, and President of County Executives of America, as well as the Chair of​ the Democratic Party of Maryland. He currently serves on the University System of Maryland Board of Regents and the Board of Advisors for the Universities at Shady Grove.

Mr. Leggett ​moved to Maryland from Louisiana in 1970 after serving as Captain in the Army which included a tour of duty in Vietnam. Ike holds four higher education degrees: Bachelor of Arts from Southern University, a Master of Arts degree and a Juris Doctorate degree from Howard University, and a Master of Laws from George Washington University. He served as a Professor of Law at the Howard University Law school and was Assistant/Associate Dean. Based upon his exemplary civic, professional, and educational achievement, he was selected as a White House Fellow.

Mr. Leggett has received numerous awards and honors during his 32 years of public service including his selection as a "Washingtonian of the Year."
