The AIB works with many state agencies to ensure efficient and effective Blueprint implementation. The main state agencies that the AIB works with are responsible for submitting implementation plans that are subject to approval by the AIB. More details about the agencies, their role in Blueprint implementation, and their plans are available below. ​



CTE 2024 Implementation Plan Image

The CTE Committee is charged with developing a world-class career and technical education (CTE) system as envisioned by the Blueprint. The CTE system will help to infuse the Stat​​e’s workforce with talent needed to sustain and expand the growing and emerging industries that are vital to Maryland’s economic pro​sperity. Within this role, the CTE Committee, along with its State and local partners, is responsible for defining State CTE goals and building an align​ed, globally competitive framework for providing CTE primarily through school-to-work apprenticeships and other industry recognized credentials that responds to state workforce and economic development goals. This includes setting CTE program requirements and mapping career pathways that lay out education and training progressions with apprenticeships, other industry certifications, and degrees that qualify students for work. The CTE Committee is also part of the State and local team supporting the effective implementation of a new statewide career counseling program to help middle and high school students ultimately select a career pa​thway. ​​

The CTE Committee, assisted by its staff, is responsible for monitoring overall progress related to career and technical education in Maryland through reviewing, analyzing, and/or reporting on data related to CTE performance and making statutory, regulatory, and budgetary recommendations to the Governor and Maryland General Assembly as necessary. It will organize and deploy Expert Review Teams to visit schools and gather information about student progress towards successfully completing the CTE pathway. The Committee will also provide support to LEAs in implementing new CTE system requirements.

The CTE Committee submitted their Blueprint Implementation Plan for 2023 on March 15th, 2023, and for FY24-27 on September 3rd, 2024. ​​Both the 2023 and 2024 plans have been approved by the AIB.​

The Consortium on Coordinated Community Plan Image  

The Consortium on Coordinated Community Supports was created in 2021 through the Blueprint for Maryland's Future (Ch. 36 of 2021). It is a ne​w entity responsible for developing a statewide framework to expand access to comprehensive behavioral health services for all Maryland students. The Consortium​ is responsible for convening the right partners, designing the framework and coordinated policies necessary for equitable and efficient provision of these services, and providing supports partners and schools need to implement these services. The Consortium’s role includes coordinating between the Consortium partners as well as LEAs and community schools across Maryland.

The Consortium for Coordination Community Supports submitted their Blueprint Implementation Plan for 2023 on March 15th, 2023, and for FY24-27 on August 15, 2024. ​​Both the 2023 and 2024 plans have been approved by the AIB.

MHEC and MSDE have also submitted their Joint Implementation Plan to Support Teacher Preparation Programs. In 2023, this plan was part of the MSDE Implementation plan. ​The plan was approved by the AIB in May 2024.​

The Juvenile Services Education Program (JSEP) Image

​​The Juvenile Services Education Program (JSEP) was established on July 1, 2022, during the 2021 legislative session of the Maryland General Assembly SB 497, transitioning the responsibility ​of juvenile services education from the Maryland State Department of Education (MSDE) to the​​ JSEP Board. JSEP aims to eliminate barriers for underserved students through mandatory attendance, small class sizes, individualized attention, and advocating for students to return to their home schools.

​​The work of JSEP closely connects and intersects with the Blueprint through their shared commitment to educational equity and student success. By implementing rigorous academic standards, offering career readiness programs, and addressing the social-emotional needs of justice-involved students, JSEP along with the Blueprint, ensures that these often-overlooked students are included in Maryland’s broader educational transformation.

Maryland Higher Education Commission cover image


Maryland Higher Education Commission plays a crucial role in coordinating and supporting the participation of Maryland’s postseco​ndary institutions in the Blueprint. Specifically, MHEC is charged with overseeing postsecondary institutions’ efforts to increase and diversify candidates for educators in the state, including pre-K instructors, and to improve the quality and rigor of preparation programs. MHEC is also charged with facilitating community colleges and four-year institutions to work with LEAs in order to support high school students so they are prepared for college coursework while also expanding dual enrollment and early college opportunities for them. In addition, MHEC will work with other state agencies and the CTE Committee to define career pathways based on a new CTE framework for students from secondary to postsecondary, aligned to high growth sectors and jobs.

MSDE Plan Image

​MSDE is responsible for leading and monitoring Blueprint work in all five pillars in K-12 schools across the state. This requires the agency to partner with relevant agencies and institutions, including AIB, MHEC, IHEs, MLDS, CTE Committee, and LEAs, as needed for specific tasks. MSDE is specifically responsible for providing state-level frameworks, requirements needed to implement Blueprint legislation, guidance, and technical assistance to LEAs where needed, with a particular attention to equity gaps. It is also charged with designing resources and managing grant funding designed to support the implementation and acceleration of required Blueprint changes in districts. Finally, MSDE supports the development and implementation of a comprehensive data tracking system to monitor and report on progress towards Blueprint outcomes within its purview.
