Blueprint Comprehensive Implementation Plan
The AIB is required to create a Blueprint Comprehensive Implementation Plan (BCP) and adopted the Initial BCP on December 1, 2022. Each year, the AIB updates the BCP by August 1, incorporating new laws, public feedback, and evidence-based policy changes. To view the current 2025 BCP, click on the image to the right. LEA Implementation Plans
The Blueprint law required each Local Education Agency (LEA) to submit an initial Blueprint Implementation Plan by midnight on March 15, 2023 and an updated submission annually thereafter. The latest submission was submitted by LEAs in March 2024 for 2024-2027 and as of February 2025, all LEA implementation plans have been approved by the AIB. The AIB will be monitoring progress on the 2024-2027 plans through progress monitoring conferences with LEAs. Click below to access LEA Implementation plans.

State Implementation Plans
State agencies that work directly on Blueprint implementation are required to submit implementation plans. Those agencies include the Maryland State Department of Education (MSDE), the Career and Technical Education (CTE) Committee, the Maryland Higher Education Commission (MHEC), the Consortium on Coordinated Community Supports, and the Juvenile Services Education Program (JSEP).
