Jennifer Lynch, P​hD has over 20 year of experience in education and policy leadership. Dr. Lynch currently serves as the Director of Educational Partnership in the Baltimore County Government Executive Office. In this role, she advances educational opportunities through collaborative initiatives with Baltimore County Public Schools, higher education institutions, government agencies, early childcare providers, elected officials, nonprofit organizations, and stakeholders. Prior to her current role, Dr. Lynch worked in Baltimore County Public School, where she worked as a school psychologist before becoming an assistant principal and then school principal. Under Dr. Lynch's leadership, Hillcrest Elementary was named one of the top performing Schools on PARCC standardized tests in the Baltimore region and she was nominated as BCPS Principal of the year in 2018 and 2019.

Dr. Lynch has served in advisory roles on the MSDE Health Workforce Steering Committee for Educators, BCPS CTE Advisory Council, Overcoming Adversities Youth Initiative Task Force in the Maryland Office of ​the Public Defender, and the BCPS Superintendent Advisory Council. In addition, Dr. Lynch has served as a leader in K-12 public education as a mentor and trainer of school psychologist, new administrators, and consultant teachers.

She has a Bachelor of Science Degree in Psychology from Towson State University; a Master of Arts Degree and Certificate of Advanced Study in School Psychology from Towson University; and a PhD in Organizational Leadership and Policy Studies in Education from the University of Maryland College Park. ​​​​​​​​​​
