AIB Technical Assistance Grant Program
The AIB developed its
Technical Assistance Grant Program to provide support and guidance to those agencies responsible for implementation of the Blueprint for Maryland’s Future. This grant was created to provide intentional support and funding to assist the LEAs/CTE Committee in the complex, transformative work required to meet the Blueprint's objectives.
LEAs are paired with approved
Strategic Facilitators to develop and implement project plans that supported the execution of ambitious, strategic, systems change as articulated in their respective Blueprint implementation plans. Strategic Facilitators work with LEA(s)/CTE Committee to build shared visions and plans for success, support ongoing implementation, and drive difficult and impactful conversations around challenges and opportunities as they arise to ensure the ultimate goal of improved education for all students is achieved. There have been two phases of the program so far, with one beginning in 2023 and the other beginning in 2024.

Opportunities Provided
The AIB provides targeted technical assistance opportunities, including topical, timely workgroups and collaborative supports, so that local systems and State agencies can successfully carry out Blueprint implementation.
Examples of TA Opportunities:
- Collaborate with state partners to develop and publish technical guidance documents support consistent implementation across districts
- Convene Workgroups:
- Dual Enrollment: addressing implementation challenges, removes barriers to access, and shares promising practices for scaling dual enrollment statewide.
- Teacher Prep Program: brings together institutions of higher education, local education agencies, and state agencies to strengthen pathways into teaching, align licensure with Blueprint standards, and expand diverse pipelines.
- Career Counseling: coordinates among schools, local workforce development boards, and employers to design and refine the statewide career coaching system for middle and high schools.
- Host Technical Assistance Sessions: As needed, the AIB offers technical assistance to targeted implementers to share best practices, identify challenges in implementation, spotlight promising practices, and discuss implementation across the state.
