Progress Monitoring Updates
During the fall of 2025, the AIB conducted Progress Monitoring Conferences with all 24 LEAs. These conferences were spaces where LEA and AIB representatives directly engaged in reviewing LEA progress for certain Blueprint outcomes and aligned metrics. LEAs were also able to share any updates or changes to their 2024-2027 Blueprint implementation plans. After the conferences, the AIB used conference notes to create Progress Monitoring Conference Summaries for each LEA that can be viewed below:

Release of Funds Decisions for Fiscal Year 2026
The AIB has the responsibility to review and monitor allocated Blueprint funds in order to ensure they are spent effectively, consistent with Blueprint policies, and result in the intended outcomes for Maryland students. Under the Blueprint law, 25% of new Blueprint funds for each LEA is automatically withheld each year subject to the Board’s assessment of each LEA’s progress in meeting the goals of their implementation plans and State targets for growth and improvement in student performance. By December 1 of each year, the AIB is required to adopt a warning for any LEA that is at risk of not having their funds released, with the final decision being made by February 1 of the following year.
For Fiscal Year 2026 Funds, the AIB considered a multiple items to determine the release of Blueprint funds for LEAs. These included:
On December 1, 2025, the AIB
approved the release of fiscal year 2026 funds for
22 LEAs. 2 LEAs,
Baltimore City and
Prince George’s County, received warnings. 10 LEAs received notice letters of concern. The notice letters can be viewed below, and they include action items for LEAs to support Blueprint implementation progress, but will not result in a withholding of fiscal year 2026 Blueprint funds.
