Original Blueprint Law

The Blueprint for Maryland’s Future is established in State law by several pieces of legislation, enacted in 2018 through 2021. Collectively, these laws are referred to as "the Blueprint" or "the Blueprint Law." While initial bills passed in 2018 and 2019 provided a transition from the existing policy and funding, as well as a bridge between the Kirwan Commission's recommendations and existing laws, the bills passed in 2020 and 2021 established the key policies and new funding formulas of the Blueprint. 

House Bill 1300 (Fiscal Note) established the majority of key policies and funding increases. Initially passed by the General Assembly in 2020, and was enacted as Chapter 36 of 2021 after the Governor’s veto was overridden during the 2021 legislative session. Also in 2021, House Bill 1372 (Chapter 55, Fiscal Note) was passed to revise House Bill 1300 given the delay in its implementation and to address the impact of the COVID-19 pandemic. House Bill 1300 and House Bill 1372 should both be considered and cross-referen​ced to fully understand the policy and funding provisions found in the Blueprint.

As the Kirwan Commission (Commission on Innovation and Excellence in Education finished its work, the General Assembly passed several pieces of legislation to provide an extended deadline for the Commission’s recommendations, as well as initiating or modifying several existing programs and mandating related funding. In 2018, House Bill 1415 (Chapter 361, Fiscal Note) was passed and Senate Bill 1030 ​(Chapter 771, Fiscal Note) was passed during the 2019 legislative session.​
